A dead heat occurs when there is a tie which cannot be separated - think two horses unable to be split by photo finish.
With two tied runners, very simply put, half your stake is a loser, and half a winner.
With three selections, more common in golf leaderboards, for example, one third of your stake is a winner, and two thirds a loser.
